Well, my first thought is to say that he put $10,000 on the counter in the form of one hundred $100 bills, which he would consider to be $100.

But if he considers each $100 bill to be $1 and he already has a hundred of them, why does he need change?

Actually, since the bank wouldn't concider his $100 as $1 he just put a $100 dollar bill on the counter.

$10,000 cause if $1 = $100, $1 to the guy is $100, he took out $100 so x that by $100 = $10,000

Only one Hundred dollar bill. If he took more out, he wouldn't ask for change. However, if he took out a $10,000 bill he could ask change for a $100 because he sees every hundred as $1.
