Not sure if you're talking about a vegetable garden or your ornamental plants here. Bayer has an outstanding product that will kill most sucking insects (that includes whiteflies and aphids but NOT mites). The name of the product is called; "BAYER ADVANCED GARDEN TREE & SHRUB INSECT CONTROL".
I used it on my trees that were infested with aphids last year and within 2 weeks I didn't see a singe aphid for the rest of the season! In fact, I haven't seen an aphid so far this year so I guess it's still working! The label states that it provides 12 months of protection and I believe it!
You simply mix the specified amount with water and apply the mixture around the base of the tree so that it will be translocated up to the leaves. The active ingredient in the product is called; "Imidacloprid" and since it carries a "CAUTION" label, it's considered fairly safe.

Natural control: Native parasitic wasps,lacewings,lady beetles, and pirate bugs. Beneficial fungus called Beauvaria bassiana.
Organic control: Spray garlic tea or garlic-pepper tea and liquid seaweed. Manure compost "tea" mixed with molasses and orange oil spray works very well. prying mantis will guard your garden with out the chemicals. find a gurney seed catalog or Johnny seeds. I think they both have a web sight.
