The ratio of pulley diameters is inverse to the ratio of the rotational speeds. The speed ratio is 700/3600, The small pulley will then be (700/3600)*7 = 1.36" It is unlikely that a vbelt that fits a 7" pulley will fit a 1.36" pulley. This may have to be done with an intermediate pulley. Also, the closest you may be able to get in a standard pulley is probably 1.5" in which case the shaft speed will be 3267rpm
