I assume this is on another computer, so I will advise as such:

Reboot the computer, hit F8 before you see the Windows logo, select Safe Mode from the option list, login as Administrator, goto Start > Control Panel > User Accounts, then click on 'Change the way users log on', and check the 'Use the welcome screen' option, and save. Then reboot normally, and you should have your blue screen back.

*NOTE :: There should be NO password for the "Administrator" account *

A couple years back my computer did that as well. There is a way to go into the settings and changing it, but often you cannot because that setting was removed from the computer for some reason. I have gotten used to it and have not changed it back, but if you need the old setting back you can always call the support line. I don't know what is wrong with you password, mine worked just fine. You could try logging on as Guest. That should not be able to have a password, so simple type in 'Guest' and enter. Try changing the settings from there. I am no expert, so I hope that my advice helps you, but I don't know if it will. Good luck!

You should have an 800 number that you can call for your particular type of computer. They can walk you through the steps of how to correct that error. Good Luck!
