What you have to do is look at each piece of the problem separately.
1) 9 is 2 times another number means 9 = 2X, solve for X. To do that, you'd divide both sides by 2, which would give you X = 4.5.
2) What number can you multiply by X to give you 26 means X * Y = 26.
Well, we just got the value of X in #1, so we're left with 4.5Y = 26, solve for Y. To get Y's value we'd divide by 4.5, which would give us roughly 5.78.
FYI, you can check your answer by multiplying the values of X and Y together to see if it gives you 26. Doing this would give you 26.01, which is close enough. Why is it slightly more than 26? Because in #2, you'd need to round, which makes your answer a little bit over or under depending on how you rounded.
