clean you toilet seat more often so the urine does not stain. if you wipe it off daily it wont stain. I cant imagine how long you leave it there that is does stain.

A 50% solution of muriatic acid (available at hardware or home centers) will do it, but use with caution and be sure to wear rubber gloves. The acid is very toxic.

If its been on there too long don't waist your time. New toilet seat are cheap and ez to replace.
