You cant make a pc to pc connection using a network. A network can only be done if you share the same ISP or at least the same network. If the computers are together, then you can just connect to each other. Since you are both in different areas, you cant make a pc to pc connection. THe only connection you can make is a remote connection, but it wont let you copy files over. It will just give him access to your pc as if he is running your pc, but he cant transfer files just by dragging and dropping.
You need to just send him the file using a chat messenger or a php client file sharing client, but that requires you to download a software. It just lets him connect to a shared folder on the client and then download it...like http://www.limewire.com
Or you will need to just upload the file to file hosting site like http://www.xdrive.com and you need to give him access to the site so that he can download it from that file hosting site.

You don't mention what type of internet connection you both have but I'm going to assume it's broadband on both sides. If you're both running XP Pro what you might be able to do is set up your system as a VPN server. Your friend would need your IP address. Even if your provider gives you dynamic IP's just make sure your friend has your IP at the time you want to transfer the file. If you or your friend have routers they will need some configuration as well. Follow this tutorial to set this up:

Step 20 of the tutorial has the info you need for router configuration. After you get the server part going you need to share a folder like you are on a regular network and put the file you want to transfer in that folder. When your friend makes a VPN connection it will be as if both of you are the same network. When the file is transferred I would disable the VPN, you can do that by running the Network Connection Wizard again.
Another option if you are both running XP Pro is a Remote Desktop connection. See the following for info on setting this up:

When your friend sets up the connection to your PC make sure he or she clicks the 'Local Resources' tab and elects to share disk drives. This will allow you to transfer a file as well.
And finally you can both set up TightVNC,an open source alternative to RDP. One system as a server and one as a client. The latest version allows file tranfers and works across multiple platforms (ie an XP Pro pc can control a linux or Mac computer).

use either of the following: MSN Messenger (now it's Microsoft Live Messenger) or Yahoo Messenger, from their respective websites.
We've used MSN (MSN Messenger 7.5) in our office file transferring and message, which I think used by many companies.
