Can you call 911 on a cell phone even if you don't pay a bill? Is there a web site about this?

Yes. Well, sort of. The phone has to have battery power & have been from a provider. Or say you have a pre-paid cell, but are out of minutes, you can call 911 & it go through. Or say you HAD service with a company & you didn't pay or whatever & the phone is turned off. As long as it has power you should be able to call 911 from it. Now say you find a cell phone from 5 years ago, it probably won't be able to call 911....

Yes, it is true! My cousin and me were messing around with my old cell phone and she dialed 911 and she didn't think it would work and the person on 911 said "911 what is your emergency" and my cousin hung up and the lady called back on a phone that wasn't hooked up! But yes it is true! and I'm not sure if there is a website that you can go to to figure out information on this except for Yahoo! Answers!

I had to call 911 from a cell phone that had been turnered off for almost a year. And it let me talk to the sheriffs office
and they sent some one to help me out.

So I would say yes that it would work.

Yes the FCC (federal communications commission) makes all cell carriers keep "deactivated" phones usable in a 911 emergency or they can get fried big time it is the law. For example this happened 2 me we had 2 us cellular deactivated phones I used one in a emergency and it worked fine but solely for that purpose only. I went to pay as you go because no contracts!! TKQuestion is right about using old cellphones for this purpose because my grandma and grandpa gave there old phones to support this purpose and it proves to be very useful.

Yes, it is true. Cell phone companies are REQUIRED to let you do that with phones that aren't even activated. You can also do this from all cell phones that are LOCKED by the owner. 911 call will always goes through.

Many protective services, such as abused spouce protection places collects un-needed phones just so that they can distribute them (unactivated) to women needing means to call police. phones.
