It depends how you define "scam".

It mentions China is a growing cybercrime force, Russa is only blamed for 2%.
Of course, the Nigerian email scam (known as the 419 scam) is the most famous, probably because of its crazy desperation and how long it's been in operation. The Nigerian Government blames the growing problem on mass unemployment, extended family systems, a get rich quick syndrome, and, especially, the greed of foreigners.This scam grosses hundreds of millions of dollars a year and there are likely victims who do not report their losses to authorities due to fear or embarrassment.

Nigeria the home of the infamous Nigerian 401 scam. Nigeria has no laws against internet scams so the perpetrators face no legal action at all.

United States although Nigeria is famous for advanced fee scams. Nigeria get more attention because there are few repercusssions for all their schemes. American scams on the internet are normally shut down and prosecuted fairly quickly.

i been hit by 21 Nigerian cons online not that i will ever fall for one of them silly scams they so full of holes only a moron would fall for it
