You want good seafood, go to Providence in LA. The chef there used to be at the Water Grill and the current chef at the Water Grill isn't quite as good.
Pricey, but then again, so is the Water Grill.

If you are more specific as to price range and location, I'll give more suggestions, but Water Grill downtown is probably the top of the line for seafood in LA. Also American can mean many things.
