Depending if you are the deaf person or not. If you are not, make every effort to learn about his or her culture. Learn as much sign language as possible. As always, she or he is a person, be into what they are into. Invest into them and you will reap a sure reward. Be selfless, and patient. Know that their inability to hear is an obstacle but it's not the "end all" for your relationship. I can't stress this enough, be patient, and make it about them! You will get results. The only conflicts that I would see is initial communication. But if you are willing to learn, you will overcome that with no problem. Spend time with them, as much as you can. This is a normal relationship between two normal people, just because this person is deaf, doesn't mean anything. It's only a bump in the road. And if it doesn't work out, you have an awesome friend and you know sign language. Two pluses.

There doesn't have to be any conflicts. I am hearing and use to work at a College for the deaf in DC. I learned sign language and it was really quite nice to communicate in that language with the deaf. So, as long as you both know sign language or a great way to communicate, there should be no conflicts.

Hmm, well, let's see..my little sister is deaf and we lived with each other for 15 years. She's a brat and she's spoiled and we got into a LOT of sibling rivalry. When you live with a disabled person, or have one as a relative, you quickly treat them like a normal person and look past the disability. You adapt and overcome.
