The quick answer is yes. But really it would depend on the job. You would not want to wear a tuxedo to a job interview for an auto mechanic position. You would want to wear appropriate clothing for where you are applying.
If you wear a suit and tie to an interview for an auto mechanic job, they would think you are "better than them", snobby, etc. You want to dress appropriately for the position.
If you are applying for a hospital position, or hotel position, or restaurant position, then yes wear a tie.
And try to color coordinate your tie, or your attire for the job- if you apply at McDonalds, then red and yellow would be appropriate, because that will indicate that you have taken the time to research the company and to appreciate the company. If you are applying for a position at a hotel, then a nice pastel color (or whatever their hotel chain color is) would be appropriate to wear.
Yes, people interviewing potential employees DO notice how you are dressed, but they notice more the person themselves, including their speech, mannerisms, and politeness as well as educational background. So speak well, sit up straight, be polite and have a proper resume' and you should be fine.

Depends on who you are interviewing for. What kind of job etc. ... In a professional situation.....I would say yes.......dress to impress. But if the job is known to be a casual dress kind of situation.......just be sure to be dressed nicely.....not necessarily dressed up! In some situations a tie would be overkill and might lose you the job. You might give the impression of being stuffy or uptight. Just depends on the situation.

You should find out the "culture" of the company (casual, formal business, etc.), and then dress one step up from that. They say you should dress like you want the position directly above yours to impress. So if the management with the company you're interviewing wear ties, so should you.

No. When in doubt, ask whoever it is you spoke to in the company. It's important to dress nice, but it's also very important not to over dress. I've worn everything from a suit, to jeans and a T-shirt. It really depends on the environment.
