I think you had best ask your mother this question. You sure don't sound like you are about to be 20? do you mean like in 4 or 5 years? That might be why.

If you are 19, almost twenty, your mother has no hold on you. In the eyes of the law, you are an adult and are capable of making your own decisions regardless of what your mother wants. This means there is no "let you" do anything, you can do whatever you want, she cannot legally stop you. However, if your mother is paying for your college, a car, cell phone, etc. once you leave she probably will not continue to pay for these things nor is she legally obligated to do so. Leaving could cause problems with your mom if you leave on bad terms. I suggest you talk to your mom as one adult to another.

My dear, if you're 20 you don't need your mother's permission. You may need her financial support which is different.
Life is made up of choices. At 20 you are legally an adult and you can choose to go back whenever you want. She can not hold you back. All the same, it would also be her choice to not financially back you if you do choose to move back.

Do you still live with your mother? You are an adult, and you should be free to do what you want. However, seeing how it is your mother, you should probably at least consider what she has to say.
It's your time to go. If you want to live in Minnesota, go ahead, its defiantly the best state out there (a little biased, because I live there). Your mother probably has her reasons, so you might want to talk to her about why she does not want you to go.

Maybe you should ask her. But if you are 19 years old you have every right to do exactly as you please.
Moms usually tend to have better sense than their children so ask her to give you her reasons.
