Siamese twins?

Are siamese twins legally one person or two. For example if one of them has medical insurance coverage does it automatically cover them both since health issues affect them both. Are they issued two birth certificates and two social security numbers, etc.

I believe its one. As long as they stay attached. It depends if they have the same vital organs.. They never stay attached whatsoever.
