In FL, what are the laws on a bar/ restaurant (bar out-sells the restaurant) and whether or not they can allow smoking in the bar, when they serve food in the bar? And who enforces these laws. Would the ATF HAVE ANYTHING TO DO WITH IT?

The ATF has no say-so regarding public smoking in local areas. That falls under the respective local jurisdiction.

ATF, no!
Local Board of Health, State or Local Government rights rules.
Local cops enforce or should.
While working in FL during last couple of years, I thought NO Public area could allow smoking.
Was told this meant all bars, food or not, restaurants, stores, and offices.

ATF functions with alcohol involve illegal manufacture, transportation, importation and sale.
