Eating all day long helps regulate your blood sugar. I don't think eating breakfast is raising your blood pressure. In fact as long as it is healthy I would think it would help not hurt. I eat Breakfast every morning and my BP is just fine. Not eating breakfast made you weak because your body had nothing get nutrients from so it used your fat and muscle reserves for nutrients. Eating breakfast helps with your metabolism and gives you a kick start to the day. Find out what kind of diet you have and it also may be genetic for you to have higher BP.
