You're probably referring to an air stagnation advisory which has been posted for some cities lately.

It's when there's a greater, unhealthy amount of ozone and pollutants in the air due to excessive heat and humidity, and from decreased movement in the air at the surface. Some with respiratory illness are cautioned to stay indoors on these days.

An "ozone alert" or air quality alert is similar.

When the lower atmosphere is heavy with condensation or dust and smog. The air is not moving.
