I am legally renting a place for business, he is not legally selling because it is illegal to sell in a sidewalk. so he can be caught everyday by the police. my profit went down because of him. He is a thorn in my flesh.what would you do if you are in my place?

By all means... especially if he is, as you say, vending illegally. No sense in enduring lost revenue to some schmuck who can't follow the law. If he loses business/gets fined/goes to jail, it's his own fault for not going about things properly.

Perhaps talk to your landlord, have no solicitation signs posted. As you suggest contact the police, no harm in that, not sure why you bothered to ask here about that. Ask the rolling store to leave and not return or you will call the police for those reasons. Record the license plate, description of the vehicle and sellers description for the cops. If they don't stay long let the cops know what times they show up. Oh and, "He is a thorn in my side" is the correct use of the expression. Good luck!

If it's illegal to sell on the sidewalk in your area then he is breaking the city's regulations. What do you think? Should he be reported or not?

If he is not properly licensed to conduct business, or if his presence is against the ordinance, go ahead and call the local authority.... You may want to check with the landlord to make sure he does not have a permission from him first though.
