Some feel that it fills the void in their life. They feel that the attention they get from people looking at their breasts gives them validation.
By the way, I taught high school topless in a topless society when I served in Peace Corps.

because some of them are sooo starved for attention they don't know what else to do. but i'm not complaining. the thing about it is that alot of times its really beautiful girls that act all crazy like that and it makes me feel bad. i'm always thinking "if you want attention that bad i'll give it to you"

It is a natural human female trait. Men are stimulated by sight, naturally women would play to it.

some do it to manipulate the situation,some are exhibists,some think it's fashion.
But i think it's absurd.
