It was a G8 conference and It was held in St Petesburg, and it was arranged before the Middle eastern conflicts with Israel. Also the point of this meeting was to include Russia in the WTO and to discuss positions on MIddle East. Russian economy is growing and they are a major importer of oil into Europe. Relations with Russia need to be established because it is becoming more powerful economicaly and has a 5th largest army in the world.

the entire federal budget system is designed to spiral out of control. Of course it's a waste of money. Not a lot of people know that every agency and sub agency has a budget for every fiscal quarter and if that agency doesn't spend every dime they get less money next quarter (I.E. penalized).So what happens is everyone goes on a spending spree to get id of any left over money at the end of every quarter. Simply allowing a surplus would balance the budget in a couple years. I can't tell you how many times I've seen it where one quarter nothing breaks so we had extra money to waste at the end of a quarter and the next quarter everything broke and we had to ask for extra money which could have been paid for with the previous quarters money. The whole thing is designed to only go up.

Israel has had someone fighting with them forever. The crummy thing is Iran is having some "militia" fight a battle for them. Really, the issue is Iran. Israel will take care of itself, just like it always has.
