If I were engineering a society, how would I make it so that the people living at the bottom of it would not only not rise up against those above them, but actually accept their lot in life? My answer would be to create a religion. Thus, these individuals will submit to the notion that while here on earth, their lives will not be in vain. That in the end, there is some "reward" (i.e. heaven) for all there good actions, etc. Without religion, the poor and oppressed would rebel against those in power.
Just imagine if you were very poor and disenfranchised. Religion allows you hope beyond the life you are currently living. Like I said, if I were in power, there's no other avenue better than religion for creating a way for people to submit to their harsh and desperate lives.

here are couple of reasons I can think of. Hope they will make sense to you

a) Law and punishment are only control/governance mehanism to stop from something bad happening. Relgion is not meant to punish someone. Religions are meant to provide a forward way to living life and making spritual advancements which elevates mudane human life to advanced level and forms of lives. By no means laws and punishments can do.

b) Religions are typically based on timeless principles/practices. Laws and punushments are very much dependent on contemporary situation which could change time to time. That way religion provides more reliable and stable ground for living principles of life.

c) Typically in all religions, we accept another higher form of power/energy as god and worship. If Laws become the replacement for religion, we end up worshipping human beings and then deal with endless corruptions because no human being is perfect.

Hi, Liam, my name is Hank. It is a human condition to seek more than we are. Some people call it an asset, others call it a character flaw.

Even with the laws and punishment for violating the laws, people still need something to believe in. It's human nature.

While religion does involve morals and rules for living, religion is centered around faith. Faith gives us hope.

Many people need "someone" to turn to in times of need. Christians turn to Jesus. Muslims turn to Allah. Jewish people turn to God. The list goes on.

This faith helps the parents of a dying child to cope with loss. This faith gives the new college graduate courage to face the world. Faith gives the weak strength and the ill heath.

No government can give that. Faith and religion come from within your heart and soul.

Religion will continue to exist as long as mankind continues to question; question his place in the universe, question his fellow man, and question the rules of his existence.

So long as one person thinks differently from another, so shall there be religions. It is this inherent part of the human psyche which necessitates such concepts as laws and justice.
