Hillary and Bill surrendered during their 8 years of sitting on their azz in Washington.
Al Gore is so uninspiring, he couldn't convince a farmer to use manure as fertilizer.

I almost sure it would be a tie. But if not France first ( because they are very experienced at it) Gore 2nd(he might think the terrorists can help him with Global Warming)
And Hillary a close 3rd ( at least she talks tough, though she does'nt mean it)

Probably France. I can't see Al or Hillary surrendering. Now Ted Kennedy, that's another matter.

Well, I'm pretty sure all three already have. But I think France surrendered first because they have the most experience at it and is the only one of the three to actually have any real power or authority.
