I started a cleaning business last year and it's going GREAT!!!! :D I did everything legit...got a business license, bond, liability insurance, etc. I would at least suggest that you get those. The bond and insurance are very important as they help protect you and your clients. There are also LOTS of techniques, as far as cleaning, that you should learn. It's definitely not like cleaning your own home! lol Other than that, the only overhead you have is your cleaning supplies. If you have any questions, please feel free to email me and I'll help you in any way I can. :)
PS...you can always do some cleaning for people you know to get some money together for the license, insurance, bond, etc. That's a good way to start if you're low on cash. But, having your license, you can clean businesses...that's where the GOOD money is!! :)

Any personal services type of a business would have the least amount of cash.
You always need to put up something for supplies and such, but the more of a personal service or labor intense job, the less money it requires.
Check out criagslist for samples of other people doing this.
