Ok. few things:
1. When u restart, is the floppy inside?
If yes, remove it and restart again.
If No, and still the operating sys. is trying to find the drive, I guess the BIOS is trying to make sure that the drive is there or not and trying to read it.
Press F8, when restarting, go to BIOS and check the boot sequence.
First, see if floppy if there in the bot sequence.
If it is, check the order, make HDD as ur first boot option.
make Floppy as the last one.
well i can do more brainstorming, but for that I'll have to see what its doing and well i'll charge on hourly basis for it :)

It sounds to me that you set through boot priority to go into the floppy drive first.
I would check one thing:
Do you boot up to Windows (or OS) when you remove any floppy disk in the floppy drive during the boot sequence?
If you do boot without issue it is a matter of going into the BIOS and changing the boot sequence to Hard Drive first. Then it will never go into Floppy or other drives (unless HD failed)
If that still fails and boot sequence is not the issue:
Another thing is to make sure all your cables are not seated backwards. Make sure they are in correct.

First check the cable it sounds as if it is on backwards.
Next off check you bios setting and see if floppy seek is checked.
Lastly go online and buy a new floppy drive cable if the one you currently have doest work and then floppy drive.

Just get rid of them - floppys are soooooo 1990s. Who uses them anyway? Just by a USB flashdrive / jumpdrive / pendrive. It will save you the hassle of this ever happining again.

because your fist boot option is floppy drive
1-reboot your pc and then press delete quickly
2-in bios setting go to advanced boot option and change your first boot option to HDD or CDRom and deselect floppy drive

You probably have the BIOS set to use Drive A:\ as bootable drive first. Check your bios again, and uncheck it. It should be fine.

Maybe you should by a removable disk to save your work on. Its much more safer and reliable. It also has more memory therefor it is able to hold more stuff.
