When it comes to finnacial aid, there is no such thing as University of California. There are 10 independent universities called University of California at XXX (where XXX is the name of the city where the university is located: Berkeley, Davis, Irvine, Los Angeles, Merced, Riverside, San Diego, San Francisco, Santa Barbara, and Santa Cruz). Each has its own financial aid policy and its own financial aid office. You should check with financial aid office at the university you plan to apply to.
