You mean like these laws on the books in Baltimore? The link below has them from around the country. They're pretty funny.

It's illegal to throw bales of hay from a second-story window within the city limits.
It's illegal to take a lion to the movies.
It is a park rule violation to be in a public park with a sleeveless shirt.
Though you may spit on a city roadway, spitting on city sidewalks is prohibited.
You may not curse inside the city

Can you imagine how much fighting there would be to decide what "dumb laws" should be abolished? On man's dumb law is another man's bright idea. If you think our federal, state and local governments are bad now, I don't even what to think about the chaos your proposal would create.
