Go to your local library and look at one of the publishing references books, such as Writer's Market 2006. Look through it and find any publishers that are interested in publishing cookbooks. Then see what their submission guidelines are. That's the easy part.

You will have the best chance if you are publishing something unique. There are already a lot of general interest cookbooks out there. It will also help if you have an approach that different from everything else that is out there. But keep in mind that you will be competing with a lot of well know chefs whose name alone will sell a cookbook.

The other route is to try to self-publish. If you print it yourself, you will also need some kind of binding. A lot of cookbooks use a GBC binding (Google GBC Binders). Print a card stock cover, or go to a copy store, like Kinkos, and have them do your cover for you. Once you assemble your cookbook, you can then take it around to local restaurants, book stores, craft fairs, etc. and self-market it.

One other self-publishing option is to use an on-line service like LuLu.com (http://www.lulu.com/). You will have to set up the entire book by yourself, but they will print in on demand.

There is a company called Publish America that will publish almost anything. They do not charge ytou to publish your manuscript, however they do not really do ANY publicity for you... they rely on your built in market and your publicity efforts almost exclusively.
Whatever you do, whether it is getting an agent, or going at it this way, DO NOT take the first offer that anyone gives you. On my last book, I was able to raise the royalty rates from 8%/10.5%/12% to 8%/ 12%/ 15%.
