And let us not forget the U.S. .With its military-industrial complex thee U.S. has a myriad of manufacturers of weapons and ammunition. So do the military who have zillions of dollars of out dated weapons that need a home.
There are still countries that supply smaller warriors with new, untested weapons/ammunition that need a war setting to determine their acceptance. Take note--tour history books will tell you that that is exactly what Nazi Germany did during the Spanish Civil War in the years leading up to W.W.II.

They got most of their money for weapons from America when America was helping them fight the russians. Somewhere in the neighborhood of 30 million dollars.
