No menstruating woman is too young to wear tampons. But, to answer your question, I would not go swimming during your period if you don't have a tampon in. (Unless you're naked and by yourself :) )

You are probably not too young to wear tampons. The water pressure "probably" will prevent any leakage if you wear a tampon, just change it frequently or after each swim to make sure.

If you're old enough to have your period, you're old enough for tampons. They're the only sure way I know of for swimming during that time.
