It is a mean-spirited slang for an Asian. Take it in a similar vein as you might towards someone calling a Japanese or Korean automobile a "rice burner."

It is an ignorant oversimplification, an impolite stereotype.

Perjorative slang from WWII era, referring to Hawaiians of Japanese ancestry, then eventually all Issei and Nissei- compare to "Jap" or "Nip"
