If i send a letter or parcel to another country, do the two postal services split the postage money. How would they work it out???

The revenue stays in the country of origin.
But, how the reciprocity works out is a good question-what if one country did tons of receiving, yet little sending? Their labor would be strapped, yet they would not be compensated. Great question!

The country sending out the mail gets the money. Funding of postal services is determined by each individual country. Postage rates in the USA are the cheapest in the developed world because of the Congressional mandate that the USPS break even over time, but make no profit. Also the USPS receives no money from the federal budget.

I would imagine the receiving country gets compensated for mail they handle by their own companies.
They would have to. A good question!

The country you mail it from keeps all the money.

They have reciprocity agreements.
