I've seen women sans tops on Nantucket at Miacomet Beach.
Cape Cod National Seashore provides plenty of opportunity for "topfreedom" since it's legal and many places are very uncrowded. If you want to be with a crowd, go to Herring Cove in Provincetown.

In Provencetown (P-Town) I believe there is a topless beach, I'm 99% sure it's the only one in the state. It's all the way at the tip of Cape Cod.

Massachusetts is a pretty conservative state, I'm not sure you'll find a topless beach at all. It's not Miami.

Although the best way is to network through naturist organizations; the best places are tucked away and private. Very "fragile"; if too many people find out about them, they tend to disappear. If you go to a naturist beach, be sure to leave the place cleaner than when you found it (take out your trash) and respect other people.
