First of all, they haven't heard enough of the language. It is only by hearing it that they can learn how words are pronounced, created (for instance by adding prefixes and suffixes), put together to make phrases and sentences, and understood. Babies need a lot of data coming in to determine all of this!!

Secondly, all this information has to be stored, sorted, and coordinated in the baby's brain. There is physical rewiring of the baby's nervous system involved in learning a new skill, and speech is a *major* new skill that requires creating a lot of new connections between neurons.

Third, a newborn doesn't have the muscle coordination to create speech sounds. This develops gradually and at different ages, but *in general*, the younger a baby is, the less distinct her/his speech just because they don't have the muscle tone and coordination to make the sounds correctly.

Have *you* ever learned a foreign language? If so, it undoubtedly took you a lot longer than 2-3 years to have basic fluency!! Babies learn a language really *quickly* when you consider the amount of information they need to absorb!

Are you people for real? They can't talk for the same reason they can't walk or do backflips.

Aside from not knowing the English language the moment they're out of the womb, the muscles that conduct speech are like any other muscle. They need to be exercised and grow strong before they will work.

When God wants them to. Jeez.

babies cant talk because the vocal chords and mouth muscles needed to pronounce sounds and letters are not developed until they are older--thta is why they make noises first, then hard consonant sounds (d, t, m, etc) and then incorporate sounds that include vowel sounds, and then words. this is all learned, some believe, by mimicking the already speaking people around them. Others believer that it is inherant and pre-programmed into the human make up.

Its a patterned form of communication. They learn speech from hearing it. When babies begin cooing and making vocal sounds they are capable of making every sound from every language. As they get older and start hearing speech they start to make only the sounds common in their language. Eventually they can use those sounds to speak.

Because they haven't had practice or experience with using the mouth, tongue, teeth, and the rest of the vocal chord system in forming the sounds necessary to convey speech. That only comes with imitation and learning.
