Advice is actually easier said than done! It's easy for him, especially when he is not depressed, to tell someone how to overcome it. But when he is depressed, it's hard for him because of the same reasons it was hard for you when he gave you the advice. When someone is depressed, they tend to get absorbed into it easily and without wanting to.

Since he has suffered depression BEFORE(it sounds like he has been depressed many times), he might consider seeing a doctor for this.

He may be suffering from "Chronic Depression" and that can be dangerous, if not treated.

Men are known to suffer deeper depression than women do, as a general rule.

Notice the suicide rate for men, compared to women, who were suffering from depression. Men are 10 times more likely to commit suicide than women.

It sounds like he has reoccurring depression. That's not good.

His depression might be so strong, the usual techniques that he has used in the past, are not working for him now.

See if you can talk him into seeing a doctor.
Depression, left unteated can cause many physical illnesses.

He really should seek professional help.

Good luck, you sound like a very good friend.
