Absolutely it's normal. Your body is taking a major blow when getting a tattoo. The more tender the area, the more likely you'll be to bruise. Also if you bruise easy under any other circumstances, you're probably more likely to bruise when getting your tat.

You've been stuck with a needle hundreds of thousands of times. Blood vessels have broken and your skin has been broken and injured. Of course it's normal for some bruising to occur. That's all a bruise is: broken blood vessels leaking into the skin.
What's important is that no matter how much you want to, do NOT pick at the scab when it starts healing and scabbing over. You'll take some of the ink out and your tattoo will have white blotches - then you'll have to go back and get it re-done. And getting a tattoo *on* a tattoo is 10 times more painful than the first time you got it.
Keep it lubricated with 'Tattoo Goo' or Vaseline until it's healed.

it could be normal, it could be a bad sign. heavy handed artists, tattoos that are redone too early, your general diet/health will all be deciding factors on if you bruise. If you JUST got it redone today and it's already peeling, that is not normal. I would guess maybe it's not old enough to get the touch up? would need to be at least 6 weeks old, so the skin is able to go through two complete healing stages - one for the initial skin damage (takes about two weeks) and one for the layer of fresh skin started after the tattoo scabbed over (30 days to completely renew all the damaged cells) If it is too early, you need to really take care of it, because the changes of scarring are increased greatly. if it's just a heavy handed artist or light bruising, a little ice to calm the bruising and some over the counter pain medicine (asprin taken as directed) to reduce the tenderness. If it continues to be red and painful to the touch, I would see a doctor about infection as well.

It should be fine. Tattoos are rather traumatic for skin so bruising is a natural reaction. If you're considered then stop by your tattoo artist, but if this isn't your first tattoo, I'm sure you know the ropes.

Yes it is normal. The more tender of an area you get inked, the more you will bruise.
