This is much harder than it seems on its face. One year fairly recently there were only 16 CSU to UC transfers. If you are thinking about going to a CSU now because you can't get into a UC, your better bet is to go to a community college for two years. You actually have a MUCH better chance of transferring to a UC from a community college than you do from a CSU. It's just a quirk in the system.

Well, its possible to transfer from any college to any other college...so long as you can be accepted. I believe, however, that most UC's are much tougher to get into than the CSU's...so you may have your work cut out for you. Just contact the UC you would like to transfer to, and ask them about the process. Also find out if you will lose any credits toward graduation.

Absolutely. Just talk to the school you are planning on attending (UC) and get them your official transcript from the previous school, and they'll analyze it and see what transfers.
