There are many solutions that may possibly remedy your situation, but if you suspect it may be virus, AND you're having a IP problem, the best thing you can do is a total reinstall of your Operating System (assuming that you're running Windows).
To do so, stick your Windows CD into the CD drive, and reboot. When you see the screen, "Press and key to boot from CD", hit enter. Follow the prompts. Be sure that you format the drive and then install Windows (it will give you detailed instructions how to do that).
If your computer came with Windows already on it, try to use the System Recovery CD that may have come with it, or a System Recovery program that may be installed (to find it, click START, PROGRAMS, (ASSECORIES if necessary), and look for something that says "SYSYTEM RECOVERY" or something similar(.
If you can't find that, find out who manufactured your Computer (DELL, HP, Compaq, etc), and contact them for a recovery CD).

If you need any other help, just let me know.
