I've been to Rio many times, and I currently live in Sao Paulo. In september, the weather is magnificent in both places: it will be spring here!
And yes, Sao Paulo is safe right now, start packing and have a nice trip!

Although I have never been to Sao Paulo, I was borne in Rio de Janeiro. In September you really never know what you will get. Rio is pretty much a "hot state". Yes, it gets cold sometimes but mostly it is (+ -) 80-90F. I do not think it is safe to go to Sao Paulo, not at any time. It is a very dangerous city, but if you do go, please be careful. Do not take large amounts of money with you, avoid buses and subways, and walking around in the dark.

weather in Rio is always hot. about 30 Celsius.
São Paulo is a little cooler, about 25 degrees.
September is the beginning of the spring. is a good time to come.
For a better time, come after Sept 7. This date is a Holiday, and all hotels get expensive.
About São Paulo, no problem on safety, but Rio is the best city to visit.

Don't go to sao paulo now, because it's not safe. Do not drink tap water there. Very dangerous area. If you have to go don't go alone, even though I don't think it makes a difference. (Once about 30 tourists were robbed TOGETHER). Don't wear jewelry. Watch your wallet. I'ts a very dirty place. Both Rio and Sao Paulo. Very expensive. Don't eat raw meat, or Carpaccio as they call it, or you WILL get sick!!

You need to go Minas gerais this state is very good and beautiful.
Sao Paulo and Rio de Janeiro is very beautiful but very hazardous.

The weather in September is mild in both cities. Both have been hit by gang related violence, especially São Paulo in recent weeks, but no tourists or foreign visitors have been involved. I live in São Paulo and my life has not been affected by the attacks, which are mostly on police stations and the like.
