You don't win an occupation.
Nations have been trying it for years, from Kublai Khans' occupation of China to Napoleon's occupation of Spain, they have all failed.
Hitler failed, the Soviet Union failed and the list goes on.
Occupying forces can be brutal to no extent and it will still fail.
The new Iraqi government is hardly in place.
With Sunni politicians ever suspicious of Shiites, with Ba'athists looking to regain control, and with so many governors, mayors, police chiefs, ministers, and congress members being kidnapped, murdered, blown up . . . there is little hope of an occupational victory.
It is obvious at this point that US troops are only stalling the inevitable.
Don't believe anything that Bush/Cheney/Rumsfeld/Rice have to say. They know full well that Iraq is in chaos, and that as soon as US troops leave, there will be a horrific bloodshed that is unstoppable.
While the Western press still insists there is no civil war, other news organizations claim there is.
The Iraqi people will have to fight it out for themselves.

We won the war when Bagdad fell and Saddam was captured. While the Gov't is in place they need time to rebuild their military at which time the US removes it's troops.
It is not an Occupation - we are there at their Govt's request.

You can claim victory when you 'win the hearts and minds of the people'.
This has not happened in Iraq.

When the Iraqi security forces are in place and capable of defending themselves. How many times does Bush have to say this? Why do liberals just ignore facts so they can keep asking their stupid questions? You got the answer, many, many times!
