Municipal Urban Development, it's in more rural areas to support services being put in an area they eventually go away

In my area we have a Municipal Utility Districts. Basically they are small utility companies, owned or contracted by the community, that provide the water, sewer, and trash pickup.

However, I pay a monthly charge, not a tax, so it might something different.
