There is a bad part in your control circuit. The fan should be kicked on when the AC starts. When the furnace starts it waits until the furnace warms up and so has a separate circuit.

Not knowing what you have but being a fair guesser, I'd say the control board in your furnace is bad. Call you HVAC company. Board probably $100 - 175, install $100

The heat is internal to your home system and as air is blown inside, its recirculated and heated by either elect or gas. The A/C requires Freon which is in the condenser (by the fan) and the fan has to operate to cool the condenser.

when a/c is on and you turn fan to "on"position does fan operate? If so then thermostat needs to be swapped out.
