Back in the 1950's the USA had a plan to deliver the mail in case of a nuclear war. That begs the question: Why??? No one can win a nuclear war. Some nation might prevail, but that is not equivalent to winning.

whoever dares to use them against a nuclear country will know that they will also be attacked by nukes. so nukes really only work as a deterrent, unless the opponent country doesn't have them. Which is why the west doesn't want the rest of the world to have them, because they want to have the abillity to control those nations without the risk. That's why anyone who's trying to get nuclear technology is labeled as terrorist. If you notice, China is not too worried about N. Korea having nukes, because they know if N. Korea ever does a stupid thing, China could wipe them out instantly. Only Japan and S. Korea are worried because they don't have nukes, and they're afraid that when push comes to shove, the US will abandon that region just like it did in Vietnam.
