How much should i charge to mothers help?

i am watching two girls-3 years and 14 months. I am 15 and live in a normal neighborhood

Between $10 and $15 per hour probably. It really depends on what others charge in the same place.

What times and how often?

$10/hr for two kids seems reasonable. If you're watching them like all week, find out how much the local daycares charge and you can get at least half that.
