If they skipped town and can't be found then... Call the police department. They should be able to send someone out to the residence to break the lock open. You will probably have to show them proof at the station of your ownership of the vehicle. Just explain your situation to them.

I guess you will have to start with the police. It may take a court order to retrive your vehicle. It might be worthwhile to check with your states business registry to see if there is a co-owner, partner who has a set of keys.

File a police report and claim it as grand theft if need be and have them recover it and charge the person.
