I have replaced the plastic ring under the dasher twice

Sounds like the drum is off-center and needs to be remounted or something in the spindle is worn-out... maybe a bearing.

I have the exact same problem as you do. One of my solutions was to put a foam cover under it. That would at least keep it from scratching the floors and keep it in place. Another solution is to sit on top of it. That's what I have to do when it become unbearable.

TERRIBLE twos are a hard time in the life of a washing machine owner. hang in there its only a phase.

probably one of the springs that center the tub is weak or broken!
