To remove the virus download avast anti-virus from http://www.download.com and run a boot scan on the infected computer after installing Avast.
If you need to reinstall windows, reboot using either the CD that came with your system, or by using the quick restore partition on your computer (I think you have to hit F11 during the boot sequence where it shows the Dell logo).

Do you have the Windows disc that came with your Dell? That can be used to erase and reinstall windows to your drive.
Be sure to completely wipe your drive first, so that there can be no traces of the virus left.

um.. im not gonna go into this with you. format your computer please. if you have to ask how to "reprogram" your computer.. you shouldnt be 10 feet within any kind of prog. software.
