You should be able to use the Gimp (http://www.gimp.org ) to apply most of the filters that Photoshop has. However the Gimp is free.

Most of the images I saw on that site were made with Adobe Photoshop. You'll be able to download and try it for free, but I believe you only get a 30 day trial version.

You buy Adobe Photoshop CS from http://www.adobe.com/ , and become VERY proficient with it.

photoshop will do these easy. but it's not free.
