This is a common question, and the answer is no. That is why the reservior tip is at the end of the condom to catch the semen. If there was no reservoir, it wouldn't be the end of the world either, but the reservoir also prevents breakage. Retrograde ejaculation (backwards) would not occur becuase of the condom. The only thing dangerous is if you were to completely cover the opening of the urethra (where semen exits) while ejaculating. As far as the condom is concerned, it is fine.

That's fine to use condom when ejaculating, it has no medical implication as to using it during masturbation, if that's your choice and fantasy then go for it.
