It's a generic way to describe someone who natively speaks spanish. It's also male specific. If you were talking about a girl, it would be more appropriate to use Latina.

Latino refers to latin americans which also includes the people of Brazil who speak Portuguese. Hispano refers to people who speak spanish. Latino americano only excludes the gringos (english speaking anglos mainly) from the US and Canada. Get it straight people.
