During the heat of the day, I exhaust the fans (point them out), but at night when it is cooler outside than in, I point the fans inside. I've been keeping my house about 20 degrees cooler during the day than it is outside by doing this and closing the blinds. Doesn't do much about the humidity though!

Hard to answer without knowing more. Trying to suck hot air out of the room won't work if you're not able to pull cooler air into the room. So it depends on the air flow of the house/apartment. At night, when outdoors is cooler than indoors, you will want to put the fan into the window and suck cool air in--or if you have 2 windows in the room, suck hot air out thru one window and cooler air in thru the other. If the air in the next room is no cooler than in the room you want cooled, then the best thing to do is simply point the fan directly at yourself so you can evaporate your sweat faster. If you are on an upper floor, then it may make sense to put the fan in the window and suck hot air coming up the stairs (heat rises) and force it out of the house altogether. This will help to keep hot air from building up inside the room. So as I said, it's complicated.

I have found that at night when it's cooler, place the fan so it will draw cool air into the warm house and be sure to set it to oscillate.
If it's as hot outside as it is inside, the best you can do is just set it to oscillate so it moves the air around inside the house.
If you have a basement, set the fan at the top of the stairs so it will draw the cool airfrom the basement and blow it up onto your main floor.

If you have two windows on the same side you can turn the fan out and it will pull air in from the other window.

out is better than in. My husband owned a heating and airconditioning company and if you also open a window in your home just a tad (inch or less), believe it or not, it will keep your home cooler.
